I think pretty much any restaurant in the world has a rule that you can't bring food and drinks yourself, except perhaps a BYO in Australia.
The beach, however, is free for all so all you need to do is put down a towel and raise an umbrella that you got at Walmart, and crank out the beers from your cooler. I think you kind of have to make your mind up whether you want to shlep/do it yourself or pay premium for the convenience of having other people do it for you.
