We stayed in Playacar Phase One over the Holidays this year. You can walk south for quite a ways from where you will be. Excursions to the north, however, will be stopped just short of the ferry dock by beach erosion.
As far as cooking goes, no worries. Just make sure you use the bottled water that will no doubt be provided for you. One of our group forgot and used tap water in the coffee. She spent some quality time in the bano.
Typically, your neighbors, particularly in a fairly expensive Playacar property, tend to be like-minded -- but, just like a hotel, you never know.
I assume when you say Quinto, you're talking about Fifth Avenue. Yeah, you can walk but it is a bit of a trek. There is a taxi stand at the entrance to Playacar Phase One and the fare is 50 pesos to go anywhere on Fifth. We rented a couple scooters and found those to be an excellent mode of transportation, though Mexican traffic is not for the weak of heart.
There is absolutely no shortage of excellent restaurants in Playa. But there can be a shortage of tables on NYE. If you've not been in Playa on NYE, it's a lot like Time's Square. Thousands of people. That said, if you head out early enough for dinner and then just wander about (Bod Boyz on the beach is a great place to start) Fifth you'll be highly entertained.
