I dont think it is from Mexico.....Are you sure....I think it means traffic on the right...

Thats what I thought to Denise but in the Picture you posted the vehicle is going away from you and The original picture the vehicle is coming toward you...I asked all my Mexican Guys who were raised in Mexico and none of them had ever seen it!!! ????

I still think that's what it means... I think it's just a variation (though definitely confusing... because it looks like the front end of the car as opposed to the back end)... see 1st row, 1st column below for another variation of this same sign.
