Just to follow up on this, everything explained above came true today as of about half an hour ago, with the sole exception that the closure is taking place at the intersection of 5th Ave rather than at 10th (a nice modification). As you can see in the photographic evidence below,
tránsito seems perfectly intent on this new policy, as they already have temporary cones in place and traffic cops manning them. They indicate that they'll soon have the red posts in place there as on the other sides of the intersection and at other intersections along 5th.
