We met my GF down in Mexico last week, they brought their dog, a 'bug' (pug crossed with border terrier) and he actually fit under the seat in his carrier!
His legs were long, and he is NOT that small!
They do allow dogs on the beaches on the Pacific coast though, unlike around Playa...not sure I would recommend taking your dogs to PDC.
