In regards to making donations or giving handouts to the locals, you do what you feel is right at the time. I have walked by many of those begging for money. And then there are times when something compels me to give something. I guess, like many others, you make a judgement about what you see in front of you at the time.
I think that giving those clothes to children who were obviously in need of them was a WONDERFUL idea. Unlike the money, you can be sure the clothes will ultimately end up benefiting the children.
