Great topic, ALMOST as good as boobs on the beach. Really really debatable topic.
In Denver there are pan handlers at most freeway offramps. I saw one a joker using a handicap walker as a prop fold it up and run off with his days earnings. I asked myself why would someone do such a thing? Well, because we alow it. We hand out $$ based on an emotional response without looking at the real picture.
I would not give anyone (female, child, handicap) anything if they were asking, begging, and/or pressuring me for it. I travel all over the world and this is the oldest scam there is, all countries do it to some degree trying to take advantage of the emotional US tourist.
You cannot save the world. If you want to make yourself feel good, give to a good charity, they know how to get the goods to the people that really need it. Giving handouts to the locals at every port encourages them to run up to me when I am on vacation and hound me for a free ride.

PS Try spending some time in downtown Montiqo Bay and see the real picture.
