Amy,
I agree that this initiative is flawed from the get go.
But, thinking of it from the victims standpoint, how do we change it so that the case shouldn't have to go to an apellate court and drag on the proceedings?
Do all cases go before a board of review (or some sort of apellate) as a matter of course?
