The area north of Constituyentes is changing every week. They are working on the plumbing and improving the streets. It's difficult to know what it will look like next week or next month. Hotels are also being built - this area is growing fast.
So - in general I can say this: all the hotels in this area are nice. Riviera del Sol and Villa Amanecer are both hotels that I would recommend. The Tukan Beach Club is very nice and the beach is excellent. As to the construction - while they do use the occasional heavy machine most of the work is done by hand, which is not nearly as disturbing. Just be careful walking around as holes are sometimes left unmarked.
