Seems like that's how most of the laws in this country are made too. 1% of the population decides they don't like something and BAM - a new law is made. I realize I'm oversimplifying on purpose, but that's how it seems to me anyway.
But this is a totally different subject that we don't need to go into now... Just an observation.
