I had a friend and the people next door didn't do things like that, but would leave him in 100 degree heat and no water, chained to a tree all day long. She waited until no one was there and took him. He is fat and happy at her Mom's house now. She didn't wait...she just took matters into her own hand. Just an idea.

I vote for the video!
You can show Animal Control the video, and then, when they have seen the abuse they will have the proof they will need to do something... If they still don't want to do anything, casually mention to them that you will be calling channel 5, 9, 11, 13 (or 2,4,7) to show them the video and then nicely ask them again for their help. I believe the person will call their supervisor, and perhaps then you will get your desired result. If they don't do anything...e-mail or call the TV stations and tell them the story...That should work...

If no one is willing to come forward as an actual witness, because of valid fear of the people doing the violence, there is no case for the animal control. You cannot proscute someone without a witness to the crime that will come forward in court. You have to understand that in court if no one saw the crime or is willing to come forward in the case people would be proscuted for crimes that are not true. It seems unfair but there are people out there that will turn in enemys, ex's etc for things that cannot be proven. Continual calls to the police or animal control will help. People like these do not want police at their door every day.

Not sure if this suggestion was mentioned....I've seen alot of people in the newspaper telling their stories to get the public's attention about certain matters....Call the paper tell them you have a story about the AC not taking action.....It might work...
