The rationale everywhere in the world is that the car being such an important part of the economy, heavier sentences for those convicted in relation to incidents involving fatalities must be kept off the statute books so that people aren't discouraged from driving and the economy doesn't get dealt a blow.
Apparently, the car industry needs us to drive a certain amount each year so that predicted built-in obsolescence targets are reached.
