Well..apparently not EVERYONE has to do that....

The "Constitution" question could have been a tricky one if people quickly select an answer think it was geared to the D.O.I.... and the summer of 17__ ...

Remember after it was drafted it took about two years (plus) for ratification.
During the back and forth of the Federalist Papers (and Anti-Federalist sentiment)...the letters of James Madison....etc...?
