Jet Ski age limitation

I'd like to know if there are jet ski rentals available in PDC and if so, are there age limitations? We will have three 17yr olds who have operated their own jet skis for several yrs and possess the local MN personal watercraft (PWC) license. I'm sure their license won't mean anything in Mexico, but they are experienced PWC operators who would like the opportunity to jet ski in Mexico. Any suggestions?
