This website is starting to get some acclaim. It is from the Secretaria de Communicaciones y Transportes.

On the right hand menu is a selection called Traza Tu Ruta.

According to one ex-pat in Michoacan:

Put the start city and state, and the destination, and it gives you a fairly accurate breakdown of distances and times, along with tolls to be paid.
