There are plenty of ATM's that work on international systems. Cash advance availability seems to be spotty in support, but not impossible. I would avoid that and use the ATM if possible.

La Tortuga is about 7 blocks from the bus station, or a 12 peso taxi ride. You need not ask the driver what it costs. All in town (central zone) trips cost 12 pesos.

Trips to Mayan Ruins (there are several smaller complexes of them in town and Playacar, with one two blocks from your hotel) depend on the location, of course. We have lots of info on all that in the mundomaya section of this site. Renting a car is an excellent way to see Tulum and some cenotes while you explore the coast a bit.
