I just spent 3.5 hours there today myself. It's on 10th, south of Calle 1 (which is south of Juarez), on the east side of the street. Immigration is on the second floor and you'll turn right at the top of the stairs. It's the office that's facing you. Be prepared for it to take several weeks and to need several copies of everything. If you have a cheap way to copy every page in your passport and FM3, take advantage of that before you go there. However, use the guy in the little office outside the door to write your letter for you... he uses a form that is fast and easy and not too pricey.
