You should read the book
'Shake Hands with the Devil' by General Romeo Dallaire. He is the Canadian UN General who was in charge of the mission...played by Nolte in the movie but for some reason his name was changed.
Some things were fictionalized for the movie of course.The book is a bit dry but it is still good.
It was a horrible tragedy that could have been prevented....their mandate should have changed from peacekeeping the instant they found what they were up against.

But remember, it is
countries who supply troops to the UN and those countries' leaders were the ones who were keeping what had to be done, from being done...the UN is an easy scapegoat many times.
