I'm native Spanish speaker, so me first impression was that the sign said

In Spanish, a place where you do buiness, set up a shop or have an office, is called local, pronounced loh-kahl. In plural it would be locales, in Spanish. Here they've taken the Spanish word, put an English plural ending on it and paired it with For Sale, which is obviously English, not knowing that locals in English has a totally different meaning. There you go. It's funny, believe me.
