Visting Playa in May...how's the scuba diving?

Making my second trip to Playa and this time staying in an all-inclusive hotel. I have some mixed feeling about all-inclusive because the local resturants are great! I haven't been to Playa since the hurricane hit a couple of years ago, how is the diving now? Is the diving still better in Cozumel?
We would like to rent a car and drive up to Cancun and ferry over to Isla Mujures. Can someone tell me about the drive time from Playa to Cancun? If I am remembering correctly, its about 45-50 min. Any suggestions about renting a car?
Can't wait to get to Mexcio!
