I guess if I were surfing the net it might be an issue. I don't have standard breaks or lunches. Sometimes I am working on a machine or talking with customers. Sometimes I'm sitting at my computer working. Sometimes I'm chatting with you good folks. My employer gets 110% and she knows it. 100% of minutes worked does not mean 100% productivity. Some bosses don't understand that. I understand it with my employees, my boss understands that of me. I am ALWAYS available for her regardless if it's a "lunch break" or not.

efficiency and multi-tasking, yup
I don't take my full hour for lunch nor my full half hour of coffee breaks, so I periodically (constantly? ) take breaks for surfing/posting. I am a VERY fast reader/typist. Like, manic.As long as people get their work done every day, my employer does not mind, or I imagine they would block web access for people. I wouldn't apologize, Dana. I find it funny how this question comes up from time to time, and it's always very 'innocently' phrased.
