Whenever someone mentions they want Cuban cigars when we're in Playa del Carmen, I always take them to the tobacco shop up near Cabalova Sports Bar on 5th Avenue just north of Calle-26. They're professional, have a good selection of Cubans, but certainly not the cheapest. If you're looking for knowledge about Cuban cigars, you'll get the straight scoop there.
As for bringing them back to the US, my friend got pulled aside in US Customs when he listed them on his declaration. They allowed him to remove the labels and then enter with them. I thought that was rather cool! Doubt that most custom agents would be that liberal. So I'm guessing you should remove the labels and stash them somewhere in your luggage. That seems to work most of the time. This Cuban ban is just plain ignorant!!
