From what I read - he hasn't exactly given a very good explanation as to WHY the identification process wasn't more thoroughly explored.
Several people in the accident had (miss)identified the girls. A family member for the deceased came down to identify the body but the coroner advised against her viewing the body because of the condition of the body. They had (wrongly) already identified the body.
