The software that the forum platform is on might be set so that users have to have made a certain number of posts before they can start a thread in the off topic sections. That is often a standard setting on most forums. My guess is that might be the reason.

Like Babs says, that's the intention. Assuming we notice it. We do the best we can, but it's rarely instantaneous.
