Ferry Boat Tied to the Gran Porto/RPDC Pier?

I've noticed in the new webcam view of the skyline, that one of the ferry's has been docked at the pier by the GPR/RPDC. I've seen it a few times in the last week.

Are they just parking one there, for traffic overflow? I doubt they'd be using that pier for anything else, but thought I'd ask. Thanks.
