I came the same conclusion as Babaloo after reading the TSA announcement (and there are videos on the TSA site).
If the TSA was asking for every liquid passing through security to have been purchased at the airport they would need to have people show receipts. I’m sure that requirement would be fairly clear on the TSA website. And think what a hassle that would be!
I’d say the TSA announcement trumps ABC. Some liquids are allowed provided all the containers fit in your ziplock bag.
……but anyone that wants to bring Jell-O's, Pudding or Whipped cream will have to check them as they are still on the prohibited list (unlike sharp pointed scissors which you can bring in your carry on).
