La Fragata on 26th between 5th and Primera has excellent chilaquiles. It is often overlooked because of its location, but breakfasts there are excellent, and the dinner specails are first rate.

My other favorite is at La Cueva de Chango, made even tastier when eating al fresco in their delightful garden.
