Anytime a celebrity does anything, it makes the tabloids. They could fart in a restaurant and it would be on page three of The Sun. In turn, if they are going through something as complicated and serious as an adoption, of course it's going to catch the attention of the media and public.
As for this situation, the father was asked many times if he understood the procedures and what was going to take place, and each time he said 'yes.' Illiterate or not, he could have easily asked, "when will he be returning?"
And obviously he wanted a better life filled with opportunities for his son, if he put him in the orphanage - where children are available for adoption. One would think he would have a hell of a lot more chances in succeeding in life with Madonna than back in his home country.
