One vague possibility, pushing forth from the dark recesses of my mind, is a place on 10th - I think it's opposite Plaza Pelicanos. You enter a doorway/alleyway and the rooms are at the back and above the shops. They'll be a chap in a small room on the ground floor.

Why didn't you mention the Hostel on Avenue 10(?). He should be able to get a space there during high season with that budget
