At 10:11 a.m. Sunday, the mourners rang bells.

The tinkling was high-pitched, like children’s laughter, and stretched on for several minutes. Bystanders trembled and hugged. A few shook with tears.

TUCSON, Ariz. – For the legal team defending the suspect in a deadly Tucson mass shooting, reaching a plea deal was just one step. Convincing a judge that Jared Lee Loughner is competent enough to enter a plea depends on how he behaves in court Tuesday.

The 23-year-old college dropout is scheduled to attend a hearing during which his attorneys and prosecutors will try to persuade U.S. District Court Judge Larry A. Burns that Loughner is no longer mentally unfit for trial.
Experts had concluded that Loughner suffers from schizophrenia, and officials at a federal prison have forcibly medicated him with psychotropic drugs for more than a year.

A court-appointed psychiatrist is expected to testify Tuesday that he is competent to enter a plea.

If Burns agrees, as legal experts expect, a formal change-of-plea hearing will follow. That's when those in the court will hear from Loughner at length for the first time, as the judge questions him about the agreement and changing his plea to guilty.

(CBS News) TUCSON - Jared Lee Loughner is headed to court in Tucson this morning, where he is ready to admit shooting six people to death last year and wounding 13 others, including Rep. Gabrielle Giffords.

The question is, will the judge agree that Loughner is mentally competent to plead guilty?

Loughner arrived in Tucson on Monday, escorted by federal marshals. For the past year, he's been treated for mental illness at a federal facility in Missouri. Now the success of that treatment will be the focus of Tuesday's hearing.
