I agree with maenstranba-I don't think you necessarily barter for a ride so much as you just find out how much it'll cost and then agree on that based on "published" rates or rates that the hotel told you. (unless you're travelling a long distance or asking a cabbie to be your chauffeur for the day). If it seems to high, you can decline and then ask another cabbie.

Definitely ask at your hotel about the fares. You can also ask to see the rate card. Each cabbie should have one (that was our experience, at least). I know that the mapchick maps have general taxi fares printed on them.
