The girl in the story is in 8th grade. I have a son in 7th grade, and like your daughter's school Tap, Jonah's also has a strict no cell phone in class policy. Cell phones are to be left in the student's locker during school hours. And they also have a no backpack policy - they can use backpacks to get to/from school, but at school they stay in the locker as well. So no smuggling!

Also, this girl should be in trouble for misusing the 911 system.

If she was my 13 year old daughter? Well, since she clearly is not responsible enough to know when and where to use her cell phone, she'd lose it entirely.

If you know anyone with a 13 year old daughter, they'll tell you that is a fate worse than any number of spankings.

If the police decide not to pursue any type of action against the girl for her misuse of 911, then I'd also take her there myself - and have her a) talk to an officer about what the proper use of 911 is and then b) have her find out how much it cost in taxpayer dollars for them to respond to her ridiculous 911 call, and then I'd make her earn that much money via babysitting, odd jobs, extra chores, etc., and donate it to a battered women's shelter or translate the cost into number of hours and have her volunteer for at least that period of time at some such charity.
