If you have the ideal rope and pulley, it will get to equilibrium all the time.
If you hang a weight in one end, and another of the same weight in the second, you have equilibrium, and both segments of the rope will have the same lenght.
If the monkey climbs it will modify the ideal setup, so in order to regain equilibrium both segments of rope will be the same lenght, thus the weight will rise the same amount as the monkey climbs.
