My vote for best beach hotel goes to Las Palapas, but I don't know if it would be considered budget. Definitely the most beautiful imho, tons of palm trees and the grounds behind the beach are beautiful as well.

At a nightly rate of about $225 USD/night at Las Palapas (and that is with a 30% discount from their normal rates) - I doubt that it would be considered to be a budget hotel.

I like the Mimi del Mar. It's a bit old school...the rooms aren't fancy. But it's very reasonably priced for being on the beach. For your budget, you could get one of the two awesome, big beach front rooms. There is a small pool and it's at a great location.

We've stayed at the Mimi del Mar twice. It's older and not very fancy but it has a great location, clean rooms, and a reasonable price.
