You can "buy" a car without an FM. You can insure a car without your FM. You can't register the car without an FM. You can have somebody else register the car in their name.
You can probably also rent a car for much cheaper if you look around. |

The best deals are found on foot.
You can do almost anything with a fideicomiso, but you wouldn't solve your problem with getting plates. Don't think about it like registering the car and getting the plates makes you the owner, it doesn't. The explanation is long and complex and I don't have time to write it out right now. |

In short, what Snappy said.
Long answer, the Constitution says that you cannot be incarcerated for civil debt, only as punishment for criminal actions. While they might be arguably civilly liable (if the insurance didn't pay and the driver didn't pay), the owner of the car wouldn't be criminally liable for the actions of the driver, because property damage is a pretty personal crime. It would be really hard for the Ministerio Publico to argue that the owner of the car was in any way responsible criminally, especially for a non-intentional crime (as in the owner is the intellectual author or willing accomplice of the car wreck). The reason people go to jail for car wrecks is as follows: They are charged with criminal property damage as a result of an accident, which is a crime that must be promoted by the affected party. Really, the affected party just wants their car fixed or the damages paid for, they don't want the person who caused the accident to go to jail. If the person who caused the accident doesn't have any way to pay for the damages, the affected party has the right to prosecute him for the crime of "Daņos" or property damages, which puts the responsible party in the custody of the justice system until he finds means to pay for the damages, at which point the charges are usually dropped. Daņos Art. 161 - He who by any means destroys or deteriorates a thing owned by him or someone else, at someone else's detriment, will be imprisoned for six months to six years and fined fifteen to two-hundred forty days of minimum wage. |

Get your immigration status sorted out first, then buy a car. This is different from bringing your own car with you, which would certainly be covered by a tourist status. |
