flyfishing at playa, do I need fishing permit?

I will be vacationing at reef coco beach soon and I wanted to do a little fly fishing. There appears to be a stretch of beach on either side of the hotel that is more or less deserted. I was wondering if it was possible to fly fish there. I am not looking for anything fancy and don't need a fishing guide or equipment rentals. Does anybody know if the Mexican gov't requires a fising permit? And if the reef coco beach would object to me fishing?
