I've used Xoom for bills as well and it does have a lot of hidden fees via exchange rates. I don't remember about a cash advance charge though, I can go back and check.

I try to avoid services like this if possible but sometimes when out of the country it's all you can do.

You can always pay in advance for a credit, I do this with CFE.

For the record, I figured it was worth trying it out on a small bill, to see what might be the case in the future, and it looks like paying CFE using my particular card via Xoom did not in fact trigger any cash advance fee from the card issuer (Chase, in this case).

Well SimplePay as such is no more. We got this in en email the other day:

Two years ago, we set out to solve a common problem that foreigners in Mexico experienced: Paying Mexico bills. Our dream was to make bill paying easy and accesible to foreigners regardless of geographical location or payment type.

We came far and we thrived in many ways-but we also faced challenges. We gave it our all, but regret to announce that we have to say goodbye. SimplePay will close its doors on November 30th, 2017. The last day we will be able to process bill payments in our website is on Tuesday, November 28th, 2017. No payments will be taken after 11/28/17...
They do say they've been acquired by another company and the same possibilities may resurface with them in a year's time.

Just tried to pay my CFE Bill through Xoom. All went fine until 30 minutes later when I got an email saying the transaction has been "cancelled by Xoom or one of their partners". No reason given.

I was just in Playa last week and could have paid it since it showed up on my door while I was there. Argh...
