Greed and corruption. The developers won't make any money out of a public park. Why have it when you can build 200 houses and make a killing? The city officias don't know the difference since most people grew up in tight places. As a child I grew up in a very nice neighborhood with a beautiful park across the street (in Guadalajara), but sharing 2 walls with neighbors. Very few detached houses in Mexico.
Don't expect to see that many parks in playa now that land is getting scarce.
Run a search, this topic has been discussed a few times and I know there are quite a few pet friendly places.
As far as not allowing pets on the beach....believe me it's a good thing. I'd love to take my dog to the beach, but thanks to the many inconsidered people who don't pick up after their dogs. I rather have that rule implemented than having to watch every step I take on the beach.
