Well this is not
advice, mind you, but an easily enough verified observation is that that implementation of the prohibition of dogs on the beach a few years ago had the (presumably desired) effect of keeping some off entirely, but also the (presumably not precisely desired) effect of "pushing" other dogs and their owners to the non-prime hours on the beach, especially quite early in the morning or rather late in the afternoon.
You can make of that what you will. Act responsibly.
