I believe the developments where they say 8-13% are not guaranteed because that is a little vague to be a guarantee. On the projects where they do offer a guarantee it will be for one or two years so I wouldn't really consider this when buying unless you only want to hold it for a short time.

Another thing you should use to calculate your ROI is the discount you receive on the purchase, typically if you buy right at the beginning of the project you can negotiate a bigger discount because developers want to get those early sales for momentum. The downside to this is that your money will be tied up for a longer period of time and there is also some risk for the delivery completion date.

GMB is very reputable.
I don't think anyone would have a problem if the building does not get a permit, but, they WILL get their permit
