Have you ever read any farm subsidy legislation? I can almost assure you that what you are talking about here is a very minor part of the bill. Most likely there is much, much more to the story than what was reported in the column linked to earlier. If you find a link to the whole bill let me know. Of course that is not the simple answer so in vogue with some members of the polity today.
