As mentioned above, some beach beds are reserved, but several are not. I never had a problem finding one at any point in the day. The beds near the pool stay pretty full, though.
When I was there, the towel game was in full effect. People started putting towels out at 7:00 or so. In fact, I actually saw an employee laying out towels on chairs for a few people. If you went down anytime before the biggest crowd got through with breakfast, you were fine finding a lounger in the pool.
There are activities every hour. Most were as simple as bracelet making, blackjack or a ceviche class. Some were a little more active.
The RPDC isn't stuffy at all...however, because of its proximity to town, I don't think they have to do too much as far as activities. It seemed like everyone was just relaxing during the day and going out to 5th at night.
