I report mostly spam (as this sometimes is posted at times when I get up but you are all still asleep). If post is possibly offensive I report it as well but leave it to the moderators to decide if they need to do something (happened 2 or 3 times that I did that but those were not against one specific person).
If people are just rude to each other I don't report it as I think that we are all adults and they should clear this up between them via PM (I do have an oppinion about it though and attacking someone publicly falls back on the person who does it although she or he plays the role of the innocent - just mho).
